The procedure for registering a State Entity is as under:

1. The prospective State Entity shall submit an application accompanied with the prescribed fee for registration through web-based Software (proposed under SAMAST scheme) and a copy of printed application shall be supplied to SLDC along with required documents.
2. The non-refundable application processing/ registration fee (as per Annexure-I) (with applicable GST) shall be payable through RTGS/ NEFT In case of deposit/ receipt of less amount than the prescribed fee, the application shall not be processed until full payment is received in the account. Bank Charges, if any, shall be borne by the State Entity.

Each application for registration shall be accompanied with the following self-attested documents:

1. Undertaking/ Affidavit on Non-Judicial Stamp paper of value notified by the State Government from time to time (attested by Notary) in regard to compliance for PSERC Regulations and approved procedures as per Annexure-II B .
2. Copy of Board Resolutions for Authorized Signatory/ Power of Attorney/ Authorization Letter, duly certified/ attested by Company Secretary/ C.A. in respect of the signing authority of State Entity.
3. Copy of Single Line/ Schematic Diagram with details of Connectivity and Metering.
4. Copy of PAN Card and GST certificate.
5. Copy of existing LTA/ MTOA agreement/ STOA approval, if any. (Either Existing LTA/ MTOA agreement or existing PPA is mandatory)
6. Copy of existing PPA, if any.(Either Existing LTA/ MTOA agreement or existing PPA is mandatory)
7. Copy of Feasibility and CEI (Chief Electrical Inspector) Clearance and COD (Commercial Operation Date) certificate, with date & time of COD for each generating unit (For Generators only)
8. Copy of Capability Curve details and OEM (Original Equipment Manufacturer) Certificate (For Generators only)
9. Copy of technical data of generating units (pertaining to Ramp-up, Ramp-down, Technical minimum, FGMO/RGMO,FDD etc.)(for generator only)
10. Copy of PEDA (Punjab Energy Development Agency) clearance/ implementation agreement (For NRSE (New and Renewable Sources of Energy)/ Renewable generator only.
11. Load Curve Data for last 3 years (For Distribution licensee/ Deemed distribution licensee/ Full Open Access Customer)
12. Bank Receipt for Registration Fees.
13. Bank Receipt for LC/LM.
14. Any other documents.

The procedure for registering a RE Generator is as under:

• The prospective Solar Generator shall submit an application (as per Annexure - VI) accompanied with the prescribed fee for registration through web-based Software (proposed under SAMAST scheme) and a copy of printed application shall be supplied to SLDC along with required documents.

Each application for registration shall be accompanied with the following self-attested documents:

1. Annexure I A: Static data for wind turbine generating plants
2. Annexure I B: Static data for Solar turbine generating plants
3. List of Documents as required for approval :-
   1. Detailed Data telemetry scheme
   2. System Architecture
   3. Copy of PAN
   4. Copy of GST
   5. Details of tools/software(s) etc. to be used to counter data hacking/cyber-attacks
   6. Data communication route/scheme details
   7. Latest Single Line Diagram of Plant/Sub-Station (indicating inverter capacity in MW)
   8. Database/telegram addresses of each type of signal (as per details given in Para (B))
   9. Test Reports of all hardware to be installed by the firm.
4. Annexure-IV A: PPA details of individual pool Generators in the Pooling Station
5. Annexure-IV B: Undertaking to be given by prospective Stand-alone Generator / QCA at the time of registration
6. Annexure-V: Performa Consent Letter
7. Company Registration Certificate.
8. Net Worth Certificate
9. Copy of Board Resolutions for Authorized Signatory/ Power of Attorney/ Authorization Letter, duly certified/ attested by Company Secretary/ C.A. in respect of the signing authority of OCA and Generator(s).
10. CA audited balance sheets/Financial Statements/Audit reports of the previous year showing net worth of QCA
11. Bank Receipt for Registration Fees
12. Any other documents

The procedure for registering a RE Generator is as under:

1. The non-refundable application processing/ registration fee (as per Annexure - IX) (with applicable GST) shall be payable through RTGS/ NEFT In case of deposit/ receipt of less amount than the prescribed fee, the application shall not be processed until full payment is received in the account. Bank Charges, if any, shall be borne by the State Entity.

Each application for registration shall be accompanied with the following self-attested documents:

1. Annexure-IV B: Undertaking to be given by prospective Stand-alone Generator/ QCA at the time of registration
2. Company Registration Certificate
3. Net Worth Certificate
4. Copy of Board Resolutions for Authorized Signatory/ Power of Attorney/ Authorization Letter, duly certified/ attested by Company Secretary/ C.A. in respect of the signing authority of OCA and Generator(s).
5. Experience certificates:
   1. The QCA shall have the experience in the field of Wind and/or Solar Power forecasting and scheduling for 100 MW projects (including cumulative pilot projects) and a minimum period of one (1) year with appropriate accuracy levels in forecasting.
   2. The QCA shall have an experience in working in different terrain & regions, as Wind / Solar generation depends on these factors and such experience facilitates better scheduling.
6. CA audited balance sheets/Financial Statements/ Audit reports of the previous year showing net worth of QCA.
